How to skin vB or IPB?

Hello,

How do you skin IPB/vB, do you actually skin it in the ACP section, or do you create it based on the XML file?

I want to create some skins to IPB and vB but I never haven´t so I need to know which way is better.

I would definitely skin inside of the ACP and when you are done, export the skin to .xml...I suppose it can be done through the xml only, but that would be much harder.
