How Would I Do This?

After I get my forums up, I'm planning to maybe launch a couple of smaller, non-forum driven sites.

Now, I thought on covering restaraunts in the US might be okay, especially since in the next 48 hours I should be getting a zip file:

This not a copy of some one elses data. This is verified (February 6, 2006) database (no duplicates), meaning every record points to a real open restaurant. Information contains detailed key words about each restaurant. Data also includes name, address, phone, fax, food types, mapping links can point to (google api, mappoint api, mapquest api or you can geo code to the front door using the included GIS/27 positions included with each record.
So, is there any effective way to quickly, or automatically reformat the contents of the zip file into an easily uploadable site? Preferably one which sets its own links?

Also, what software, if anything should or must I run alongside this?

And, as a side note, any template recommendations?
