i am the owner of arcadepeople.net and i designed that macro/banner because i wanted to make a banner and do something different because i always see the same old banners and stuff. i am listed in google and i am not trying to boost my keywords or do anything wrong or go against tos. i was just trying to make my site different for others.

its pretty cool design, very creative. i dont think its illegal and i think it should be allowed. atleast he used relating words and if you notice, he has repeated them. i dont think he was purposely trying to do anything wrong imho.

It's not "illegal". No one would stop you from spamming your keywords. However, it would kill your Google ranking. Don't do it.
