Beginning a domain name transfer

I emailed someone regarding a domain name I wanted from them. And this is what they said:

" The name is yours start the transfer and I will approve it. The name is paid up for till April 10, 2007. "

Is he the one that is supposed to start the transfer or me?

ok figured it out... through my host control panel i went to "add domain" and then did a "registrant transfer"
