Cheap reliable hosting?

I am looking to set up another website and forum and am looking for a reliable and cheap host (that accepts PayPal  ) I've been looking around on AF loads but looked at so many I've confused myself  I was thinking of around $5/m. I know I sound cheap but I have seen a few around at that price, I've just forgot them  So if anyone knows a good reliable fast host could you give me some info? Thanks   | ||||

| Well... despite my inital bad experiences with them, I've found CirtexHosting is now quite reliable and very cheap - 5GB of space and 100GB of bandwidth for $2 a month is a great deal [$2.50/month if you pay monthly] | ||||

| Yeah, I agree with you completely on the downtime, but in my opinion some of their servers are worse than others. After requesting a server change [from Fuzzy to Kitty] the downtime rate has dropped to almost zero. | ||||

Infact it's so good I moved my current site over instead Earlier when I was on Cirtex hosting I did a speed test and the results were anything from 3-5 seconds to load on the homepage and forum. Doing the exact same test on KnownHost it's coming up at 0.1 - 0.3 seconds!  | ||||
