Slightly going away from the topic:

I find it hard to pay $40/month for a VPS when I can find a cheap Celeron server for $80/month. I'm sure the VPS servers are on a more powerful box, but as I understand it, they are divided and allocated a certain amount of cycles. Where is the breaking point on the VPS vs a cheap dedicated server?

What your saying does make sense yet it all depends on where you are getting your vps. Yes you will be in groups on the server yet cpu share is not bad and the servers well out perform a cheap celeron server... Either way hosting sucks lol

Most, not all, VPS are managed. Low-end dedicated servers, are generally not because they are priced so low. It simply wouldn't be cost-effective for the company to provide managed service.

With a VPS, you're generally on a node with 2-4 CPU's, each of which, nowadays, are Dual or Quad core. The node also, generally, has 12-14GB's of RAM installed to handle the websites.

Now, given their are multiple clients on each VPS, the performance of the VPS with those specifications VS a low-end dedicated celeron is probably going win out.

Celerons are horrible for performance and really aren't server-grade CPU's. If you have money to waste, go for a celeron, however if you need the performance, go with a VPS or a higher-end dedicated server.

I wouldn't even use a celeron in my personal computer .

Now, I say generally because not all VPS providers use the same specifications, the same hardware or the same setup.

Go for a managed VPS. I would suggest a dedicated server but if you don't know how to manage it, would be a disaster.
