Since you're probably checking it a lot to see if it switched its going to take longer, in my experience.

The fact there is an outage at Virgin Media and I have got a few messages from people now saying my site does not work which I can guess is down to the DNS updating still because it keeps switching between my new host and old.

Your ISP maintains a cache, which, if they are anything like Charter Communications, isn't cleared or updated too often. I generally have to force the clearing by resetting my cable modem and booting down my PC. DNS propagation takes anywhere from (in my experience) 6 hours to 72 hours. The lower time frame is generally for new domains that have just been registered and the DNS newly set, the higher time frames for DNS that has been switched to a new provider. Generally with NameCheap.com, I notice lower DNS propagation times than with any other registrar, however, that's my personal experience with them .
