Is there any way to put a stop to this, or can I just click on his link a zillion times to hit him in the pocket book?

It sounds to me like you are saying that your competitor is using Google Adwords...meaning he is paying to have his ad displayed at other websites using Adsense. If this is the case, there's nothing you can do about it...you're basically asking what you can do to stop your competitor from advertising. Of course there's no way you can do that...if people could tell others to stop advertising, nobody would advertise. Focus on improving your own forums instead of sabotaging others.

Are they advertising on your site? or on Google's search. If it is on your own site, just filter out their ad. If it is on Google's site not much you can do. Plus I am sure Google tracks ip address that click on ads, so if you keep clicking you could lose your isp. Also Google will just count them as invalid clicks, so it wouldn't matter anyway. Sounds like you biter, just move on and become better. Plus how wold you feel if you were advertising and someone was doing the same thing? What goes around, comes around. MOVE ON!!!

Google's AdWords system does monitor such activity and doing so will do nothing more than have his account reset for the fraudulent clicks your producing. You can sit there and click on the ads all day long, though you'll end up only having your IP blocked by Google and your both your time and efforts will be wasted and in vain. If you're website/forum/ect is better than his and you know this for a fact, advertise it with your own budget, but don't result to such childish acts of desperation. Business is business, but Google didn't get to the top by letting such activity go without notice. They've invested quite a bit in their systems and know what they're doing. Do you really think that by trying to inflate his CTR with fraudulent clicks that your business will increase? (this isn't directed specifically towards the OP, but anyone thinking of doing this)
