Is this a potential Merge?

However it's been hacked, it's over run with spam, many of the features don't work and it seems like the Admin hasn't posted since last month. Would it be rude of me to ask if they want to merge with my forum? I can't offer them money, but considering the state of their forum and the apperent lack of interest they have, I was hoping they might just want to get it off their hands. It seems like the members haven't posted since last month either, but I'm guessing it's because the forum is so mucked up, if a merge was made I'm hopefull I can lure them back. What would you do?

I really want this board, but I just can't afford to buy them out at this point. Any suggestions on how to word it so it appears beneficial to both of us would be greatly appreciated. Only get one chance at a first impression and I don't want to mess it up!

He has another board that is also dead, as in zero posts. It almost seems like something happened to him and he disappeared off the net. I hope he gets the email. I checked Whois, but his email listed there bounces back.

| You might be better dropping a cheeky ad on the forums if there is no activity from the admin suggesting the users come over to your forum instead. | |

He also asked how both of us would benefit from this merge, and I honestly don't know what to say to that. I know how I'll benefit, but what about him? He's not getting money, and I'm basically taking his members away....the only thing I can think is that I will give his members some place active to go, but I can't really say that. I also have no plans to make him an admin or any of their staff...staff at my place at least not right away. I don't like the idea of handing over the reins to people I don't know.
