When I say this, I don't mean directly advertising your forum, but by making well thought out posts and then having your link in your signature. When users see good posts theres a chance they'll check out their sig link. I would also try to get some link swaps with related forums. Also, use other sites in your network to drive traffic. As for post exchanges, they aren't long term solutions, and should only be used to boost activity in the short-term to make the forum appear more active. You can't rely on post exchanges and postfusion alone.
