Webmaster forums are all to common in my opinion. Think about it, as a person starting up a forum, you're out there looking for things to help you make it better. I can remember how awesome it was finding my unique smiley's, setting me apart from other forums. It's the little things like that that make it all cool

Perhaps you could make it a public resource site, so people could post their stuff and add it to the database, and thereby let them get some exposure for themselves and sites as well.

Maybe it could include a forum promotional blog or something?

Make into a resource site which has resources for PhpBB, SMF and vB. Things such as Mods, Skins, Smilies, Avatars. Including, articles, tips and a forum board relating to Starting a Forum and Running a Forum. Start on the forum last, once you've got your resources and once you have a decent amount of people visiting your site.
