Once i was in the same situation than you,
i had a member asking to be a mod all the time, he posted 260 messages in a week, some of that was spam or stupid nonsense posts, i din't want to ban him because he was a good boy, way stupid, but his intention was not to advertise or hurt the site, he only wanted to be recognised as a good member.

I though giving him some responsavility would keep him away from spamming, so i made him a mod.
He kept spamming the forums so i banned him.

So, my advice is not to make your user a mod.
