Yes I also agree. All the moderators at my forum do it for free and are very good.

Three of them I made a mod because they were really good members and always posted and never broke the rules.

One of them used my staff application form and I accepted them because they were also a great member.

Another reason is some members of the community already are willing to do it for free but if you get someone from outside they will probably want to be paid.

You want to look for these qualities:

maturity
respect (both from them and towards them)
adherence to the rules
strength
fairness
activity

They're not listed in any order, but if you have any member who fits those qualities, they might be good for the job. You always want to look for someone who is already on your forum... If you get someone from an outside source it kinda sends off the message that you don't trust your own members, and it's harder to trust a stranger.

That's what i do too.
Do you also ask your moderators opinions if you plan on hiring another moderator?
I'm planning on hiring another moderator and pm'd the current moderators about it to find out how they think about that member.
