On the forum index, are the columns meant to be different widths? Just seems like it would run smoother if the column widths were all equal.

He's talking about the "Last post" column

That column changes widths depending on the length of the thread titles in the column. That's how it is supposed to work - It's a good way to conserve space without sacrificing information.
