phpBB came to mind because I'm more familiar with it, but vB's control panel isn't great either. Frames in general should be avoided.

I know they might not be good with SEO in mind but that’s not what the ACP is there for; if there is any reason I would be interested to know.

Simply put, because they're ugly and can get annoying - scroll in the right frame and whatnot. (that's just my opinion)

I'm overjoyed that MyBB's new one for 1.4 doesn't use frames anymore (and that's all I can say regarding that topic).

1. There's no way to go directly to a particular section of the admin center by entering a URL in your address bar, unless you want to lose the navigation frame. With phpBB2, you also have to put the correct session ID in the URL (not sure why they don't pass it internally), so that makes it even harder to go directly to one section.

2. Scrolling. Frames are basically separate windows within a single window. So rather than having one set of scrollbars for the entire window, you end up with separate scrollbars for each frame. Using the scroll wheel on your mouse will only scroll the contents of the frame that the cursor is in - rather than the entire page.

Frames were mainly useful for people who wanted to have the same content on every page without having to put the code for that content in every page (doing this made updating things a lot harder - you had to update the code in every file). PHP eliminates this problem. You can set up the basic layout in a template file, and pull in other template files as needed to display the main content.
