I want an IRC app on my forum? What the best way to go about getting/installing one?

I haven't heard of having an actual IRC app integrated with forums, do you mean like flashchat or a shoutbox?

No I mean actual IRC Integration, For example, GoNintedo's setup.

pjIRC is relatively easy to use, and integrating it with your forum shouldn't be that difficult - you'll just need to make the chat applet display inside the forum, and you'll need to pass the username off to the chat applet.
