Of course the quality and value of content and discussion matter is very important. The look and feel of the forum is secondary.

For me, the most indispensible characteristic of a successful forum community?: Making members feel welcome and appreciated.
If the Administrators or staff of a site have a God complex and treat their members like privileged subjects rather than honoured guests -they shouldn't expect much success. Though some Administrators get away with running their Forums like Stalinist Russia. I recently visited a Forum with a theme similar to Adminfusion. It was not a pleasant experience. I won't be back.

I'm only starting out myself, but i am finding that generaly been helpfull on similar boards is help alot, also giving people a reason to post helps, if you start s comp of sometype (and give away something related to your theme) you might find you pick up a few members.
I have to Agree with Brandr, i have seen forums that where run like a dictatorship, and never went back, the posts where good, but the atmosphere was very very bad.

I think they've both summed it up pretty well...Being nice to your members and making them feel welcome is most important early on, and it is extremely important. Once your forums do hit that "larger status", your focus should be on managing them, improving them, etc...but while you're young and growing, you need to put most of your focus into creating an actual community out of your forums
