Yes a mass email can be useful to regain some of your lost members but it has to be something that poiniant. If you just send one out that says hi how are you doing, the sites fine, no one will take interest. Keep all your mass emails to when you update the site, add new things, hit milemarks of years online, or redo the site. Unless you have a way with words and can do a monthly mailer.

1.) Mass E-mail the users that your site will be down for a few days and that it is undergoing massive changes.
2.) Go to ACP take the site offline for about a day or two.
3.) Get a new skin and new layout
4.) Add new features
5.) Put site back online and make an announcement about the new version of your site.

I haven't done this, that is just what I would do in that situation.

1. Start 5-10 new threads a day .. keep the schedule for some time
2. make a change (skin improvement, a new hack) and mass email the members to announce this
3. promote more
4. do some post exchanges so that there's also some new blood in there.

Keep on doing this for some time and it should be better
