New member testing my admins?

Alright, so this is kind of a strange situation...

I'm the host and the head administrator for a forum for a region on the website NationStates. Anyhow, there is this new member who joined the region and the forums a few days ago, and he's been acting a bit strange.

First he created an avatar using the character generator HeroMachine. He PMed several of the admins on the forum (me and two others, which are the really active ones) asking us if he could remove all of the clothes on the woman character that he created on HeroMachine, even though the private parts are not there. We said no, because even though the private parts wouldn't appear it's still against the rules and such. Well, now he's changed his avatar to a character from a video game who's scantily clad, and he posted a topic asking people what they thought about the avatar.

I have a feeling that he's trying to test me and the other admins and basically trying to find where the line is drawn and how close he can get to that line. My question is what do y'all think and what, if anything, should I do about this member. He hasn't broken any rules yet, but the other admins feel like it's giving the forum a bad aura or whatever.

If you feel hes testing you then ban him for 3 days to show you mean business, if he continues to pull this crap than permaban him. Theres no reason you should think twice in a situation like this. You have a way the forum you own runs and thats that.

I dont put up with BS at any of the sites I admin on and my members know that. You have to make these things known otherwise youll be over run with idiots trying to get away with BS at your site.

You really dont need approval from an admin site to do what you know is right. Just do it and dont feel bad. They are the ones that Fed up not you!

He's probably just some teenager wanting to show off. I'd point him to the rules and let him know he can be punished if he continues to break them, and if he doesn't heed your warning then just ban him.

I agree with Moelman. Just reiterate the rules to him, and try to do it in a public forum where future troublemakers will be able to heed the warning as well.

I wouldn't recommend temp banning someone who hasn't officially broken any rules, even if you find them annoying. I have seen forums members revolt against overzealous moderation, and the last thing you need is your member base accusing you of gestapo tactics.

Sometimes the most obnoxious users can give others a reason to post. Every forum needs a jackass.. I find that it unites the other members, having a common foe. (only kidding.. kinda.)

The rules, then revoke avatar priviledge for some time. If he still messes up with you, I'd just show him the door. I am less pacient lately
