Throw an IP Ban on him and send him a message telling him explicitly not to come to your site again.

If that doesnt work. Ban his IP range. And repeat - from right to left.
EG:
Ban 1 = 123.123.12*
Ban 2 = 123.123.1*
Ban 3 = 123.123.*

Although... it would be an idea to do a quick IP search on your site first to make sure none of your users share his IP range.

I generally find a way to get a contact # for someone when this happens and call them. They don't act so billy bad-ass when I politely ask them to stop.

Obviously the discussion on a mature level won't work. IP banning only works for registration, he can just go to the library, or use another ISP to register, then post from home later. The word censor, or even a mod-rewrite on his links would be a permanent way to ban what he is advertising, but if you want to have a little revenge, then install the "Miserable Users" hack, and add him to it.

starting forum wars gets you nowhere. Just ban his email and ip and if he continues through a proxy then just keep banning him. Its a pity you don't use vbulletin and you could just put him into coventry and he would continue to think he can post and spam and pm but infact he can't

Well, you could always look up his IP to see who his ISP is, and report him. Spamming back at him might sound fun, but it doesn't really do anything. For example, I once had a competing forum that was saying bad things about my forum, saying that I and my forum members were registering and saying that his copy of IPB was illegal. Well, non of mym members had registered there, nor had I. The copy did look suspicious to me though, so I reported him to IP.B, and now he is running SMF, so apparently it was was illegal copy. And now, he no longer says anything about me. So, without saying bad things about him on my forum or fighting with him, I was able to resolv the situation.

So, just report him to his ISP as a spammer, and/or ban him.

A lot of forum admins seems scared of "fighting back" or "retaliation" of any kind.

IMHO Drama creates a buzz, buzz creates targeted traffic and traffic equals registrations.

The old saying "Any press is good press" IMO still applies.

But, it can also make members leave your forum. For example, the competing forum that I was talking above though that some of the members on his forum were the same as mine, and started to argue with them and delete their posts. Well, they all left, and apparently, some are now at my forum. So, if I had fought back, I could have lost some members.
