I had a look through and i see he isnt consistent in his posts. Its as if sometimes he forgets that hes supposed to be 14 in some posts he writes in prefect grammar then in another he'll go "u iz so some1 init r u ther" so that kind makes me suspicious.

Hmm. The question is, are we just being paranoid, or is there really something to be wary of here, I mean, I know I should always be wary with children on a forum, but should I be more wary about this particular person? Should I take immediate action or monitor, or? It's something I've never come accross in the 1 year of that forum, and my 3 year of forum admining so far

Well I would check your pm records and see if he's sent alot compared to others and just monitor it. Also check his date of birth he submited and compare it to how old he says he is

Well I don't think any of these things proves anything about his age. If I were you I'd delete the inappropriate thread/posts and warn him about his behaviour. Don't you have rules about that kind of thing? And bear in mind your own responsibility as an admin - especially if there are kids involved.

Jolteon I would keep a sharp eye on this guy as my friend (Jorgarn) had a forum with 2 people acting similar and was took to court as some other members were feeling insecure.

He's probably just trying to get people riled up, so I would soft-delete that post, but keep it around in case you ever need to show it to someone in law enforcement. I would also tell him privately that you found it creepy and inappropriate, and you didn't want that type of stuff on your forum. (You might want to also tell him that if there were ever any legal problems with his activities on your site, you'd be cooperating fully with the authorities.) After that I would let him continue posting, but monitor his PMs. He may start acting up and give you reason to ban him.
