Legality: Automotive Forums

Hello All,
I help run a automotive forum for auto enthusiasts in our state. The forum is growing (about 900 members). It is a great place for information, posting pictures, meeting up, etc. However, with all the new people, comes some issues that I think I and the admin/mod staff need to seriously consider. Members have been posting where to get emissions testing done, street racing, and other iffy issues. Lots of pictures are posted with peoples cars and sometimes license plates showing. We have already implemented privacy to the main forums by allowing only registered members to view ALL threads. Obviously, anyone can register, so it's not that secure. If I had my way, I would require admin approval of ALL members, but I don't think the rest of the staff would be for that, even though I would volunteer to be the one to activate accounts. We have a "Premium Members Forum" as well which is restricted to those that have donated.

I would like to develop a TOS/Privacy Policy that basically would say that we do not support or condone street racing, shortcuts to emissions testing, and any other issues that may come up. Even more basically than that, I would like it to simply say/mean that it's a public forum open to anything the members would like to discuss and the administration is not responsible for the individual content of it's members. I'm having a somewhat difficult time trying to develop a comprehensive document. Could anyone give me some pointers or examples of such documents.

Thanks in advance for any guidance or pointers you may have.
(P.S. - I have looked at this thread and found some of it to be a start to what I'd like to accomplish.)
