Doing this is against Digg policies I know for sure...I'm sure it's against Shout policies also, but do not know for certain.

I've actually contacted the Digg staff about this issue in the past and they confirmed that it's against their policy because it artificially inflates the digg count.

I actually thought of making a site like that. Then I basically had Ryan's sense of mind and decided against it. Your best bet for Digg promotion is to post the articles elsewhere and have a "digg it" or "shout it" link directly attached. That works especially well with blog posts.
