Are you able to summarize a news article with your own opinion from a news website and at the end, add the source so people will know where you got it from and then submit your website with the information to Digg?

Good luck getting something like that on the main page of Digg. If you have to ask that then it probably has either been on the main page or will get buried. It's all about presentation and writing yourself off as a credible source. I have no idea what the article is about but if you just rephrase something that's on CNN you will never hit the main page unless you have something unique to go along with it.

Like Brent said, you won't have any luck doing that, unless it hasn't already submitted. You have to be fast with submissions to be the first...
