Blog to index new domains, subdomains and pages

SEs are said to like blogs than other types of content. Can you also use blog to index new domains, subdomains and pages? Is it an effective tool?

You could, but I don't see how it would be that effective if you are doing it off another site. Like how are you suggesting that it be done?
