Is there a way when a site is down and doesn't update that it's rating is lowered to 0 until it comes back up?

There's a way, sure, there's a way to do anything

All you've gotta do though is check the Last Validated time and you'll see that it's not currently updating...Wouldn't make much sense to drop a rating to 0 when it isn't even 0...Forums are removed when they don't update, they don't just lose their rating.
